Help with Maya paint weights


I have started making custom character models for cod4, and I am currently making Batgirl as I would like to add it to a new deathrun map I am working on.

I am having some issues with the paint weights, especially with the model's cape and hair.

Can anyone help me with this or give me some advice as i have a big interest in making new characters for cod4.

You could also paint the whole cape 100% to the torso bone
